FUNCTION AND PURPOSE

The Handicap Committee functions to ensure that all members of the TCGC Men's Golf Club comply with the USGA Handicap System, including that scores are posted, all elements of the USGA Handicap System are followed, and the integrity of the System is maintained.

The purpose of the USGA Handicap System is to make the game of golf more enjoyable by enabling golfers of differing abilities to compete on an equitable basis.

In particular, the system requires that:

  • all acceptable* scores are correctly posted for peer review made at home or away, including nine or eighteen acceptable holes, using the correct USGA Course Rating and Slope Rating; penalties are applied for players failing to return scores or who do not observe the spirit of the USGA Handicap system
  • the USGA procedure to adjust hole scores using the equitable stroke control (ESC) is used correctly
  • current scoring records and a list of NCGA/USGA Handicap Indexes of all members are made readily available for inspection by others
  • Handicap Indexes of any player whose handicap does not reflect his potential ability are reduced or increased accordingly
  • the Handicap Committee shall reduce or withdraw the Handicap Indexes of players who do not return all their acceptable scores, or otherwise do not observe the spirit of the USGA Handicap System. Players who have their Handicap Index withdrawn become ineliglble for competitive play.
  • * acceptable scores are the 9- or 18-hole course total scores, adjusted for ESC, that are played in accordance with the USGA Rules of Golf and the Sun City Roseville Adopted Local Rules.

Committee Audit Procedures

  • Scoring, Posting and Posting Error Correction
  • The committee may audit, either completely or randomly, the rounds of golf that are played each day of the week at home or away. Score cards that are turned in are checked for errors and proper posting. The daily Tee Sheets of players from the Pro Shop are cross-checked to determine who played and did not post and who did not turn in a score card. A club member who does not post will be penalized by the Handicap Committee with a “P” score, which is a handicap index differential adjustment, either up (highest) or down (lowest), subject to the committee’s discretion, for the date of the non-posted play. Posting errors will be corrected by the committee for the day in error.

    • All player’s scorecards are requested to be turned in to the SCR MGC box in the Resident’s Room within 48 hours of home or away play.
    • Score cards should list all SCRMGC member players with first and last names.
    • When ESC adjustments are made, show the hole score as e.g. 8-1 etc, and totals as e.g. 92-2 etc.; this scoring method will aid the committee to ensure that the player is using the ESC adjustment to which he is entitled.
    • When posting, use the correct date, course, and tee marker used.
    • If 13 or more holes are played, the player shall post an 18-hole score. If 7 to 12 holes are played, the player shall post a nine-hole score. In either case, scores for unplayed holes shall be recorded as par plus any handicap strokes that the player is entitled to receive on the unplayed holes.
    • The score card should be signed by both the scorer and the person attesting the score. Important Note: If a player keeps a separate score card and posts his score from his card, he is responsible for ensuring that his score is the same as the one turned in as the "official" group score card.

    The committee takes precaution to double check that scores have not been posted late by the player after the committee’s audit date, and to confirm that score adjustments made by the committee are correct. Please contact any of the committee members in the case of errors, problems, or injustices in order for the issue to be corrected in a timely manner.

  • Adjustment Notification
  • The committee may make the penalty and score adjustments without directly notifying the player; your notification will show up on your GHIN computer’s scoring record with a "P" for penalty. A score correction adjustment is not annotated, but a listing of these adjustments will be posted each month on the bulletin board in the Residents Room.

    In the case of a handicap adjustment, you will be personally notified of a handicap modified by committee ("M") or handicap withdrawn by committee ("WD") prior to the pending action.

    Handicaps are automatically reduced for Exceptional Tournament Performance by the GHIN System and show up on your Handicap Index as an "R" adjustment.

  • Appeal Process
  • Any action taken by the Handicap Committee may be appealed to the committee either in person at the committee’s monthly meeting or in writing to the Handicap Committee Chairmen.

    Anyone who is temporarily unable to play golf to his potential due to illness, injury, disability, or other valid reason may request that the committee withdraw his handicap index temporarily or assign a temporary handicap index.

INTERNET SCORE POSTING

The Handicap Committee and the SCRMGC Governing Board have approved the occasional use of the Internet to post scores on a trial basis for a period of 3 months, (March, April, and May 2003).

The Internet posting may be made on the NCGA website at www.ncga.org by supplying details on the course rating and slope for the tee markers played, the date of play, and adjusted score. Scores will be recorded in the players record with an “I” designation.

Important Note: When the Internet Posting Option is used, the Handicap Committee requests that the players score card be deposited in the SCRMGC box in the Residents Room within the 48 hours of home or away play.

The Internet Posting Option is intended to be used only occasionally when a golfer is unable to post when a Course GHIN computer is unavailable for posting. The preferred method of score posting is the posting of the golfer’s score immediately after the round at the course where the round was played, as well as the turning in the score card within 48 hours of home or away play.

The Handicap Committee and the SCRMGC Governing Board reserve the right to cancel the Internet Posting Option at anytime after the completion of the trial period.

PEER REVIEW

Peer review is the process of providing a reasonable and regular opportunity for members of the SCRMGC to play golf with each other, and of providing access to scoring records and NCGA/USGA Handicap Indexes for inspection by others.

This Peer Review process may and should be accomplished by each SCRMGC member, as well as the Handicap Committee,as follows:

  • Help ensure that hole scores are correct and by USGA rules.
  • Review and attest score cards prior to turning them in.
  • Monthly scoring records and handicap indexes are posted in the Resident’s Room, including Internet score postings.
  • Member scoring records may be accessed on the GHIN computer, including Internet score postings.

Handicap Committee Meetings

Members of the SCRMGC are invited to attend the monthly committee meetings, which are held the first Wednesday of each month, following the regular meeting of the SCRMGC; the meetings are held in the Poker Room at the Lodge.
